Founding members included Khmer and Vietnamese community leaders, sponsors and health and education representatives. It was incorporated as a charitable trust in 1989 as the Refugee Support Group (Otago), but the 'Otago' was dropped from the name in 1991. The group has provided support to local refugees, including the employment of community workers. The Tree House Programme was established in 1990 and ran for several years (based at Arthur Street School) to assist refugee parents with literacy and provide support for them to become involved in their children's schooling.
