His father, James E. Allen, was a master tailor who later became a professional musician.
Allen attended Stroud Craft School and the Stroud School of Science and Art. From 1910 he served an apprenticeship in the Drawing Office at the Dudbridge Iron Works. He served in the 5th Gloucester Reserve Battalion from 1914, and was sent to the front line in France. Following a period in hospital he returned to the iron works to assist with war work. In 1918 he successfully applied for a job at the Pedrail Transport Company in Fulham.
Late in 1919 Allen became a full-time student at the Royal College of Art, starting at the Painting School in 1920. He gained his Associate diploma in 1923. He afterwards worked in the War Office on displays for the Wembley Exhibition. Allen married Elena Macardle on 4 February 1924.
In 1925 Allen went to Dunedin to take up the position of Art Master at King Edward Technical College. His daughter Sheila was born in 1926 and another daughter, Tui, was born in 1929.
Allen returned to England in 1931 before being appointed to the position of Art Master at Nelson College in 1933. He returned to England in 1946, where he settled at Walthamstow, London. Elena Allen died in 1970, and W.H. Allen died in 1988.
