His father was Lewis Tily. H.S. Tily was educated at Otago Boys High School. He gained a BSc degree majoring in Geology from Victoria College, Wellington, before serving as a sergeant in the New Zealand Field Artillery during World War I.
Tily returned to Dunedin and worked for the Dunedin office of the New Zealand Customs Service throughout his working life. He married Isabella Blair and both were active members of the Otago Institute and the Dunedin Naturalists' Field Club. Isabella Tily was a keen ornithologist and wrote regular newspaper columns on the subject, while Harry was an active photographer. A large number of his photographs are held in the Hocken photographic collection.
Harry Smith Tily died on 17 October 1970, aged 80 years. His wife, Isabella, predeceased him, dying in 1954, aged 66.
